General Rules and Information
Cullman County Fair  2008
Sponsored by: Cullman Lions Club and the State of Alabama Agriculture Center Board
State Aid to Fairs

Through an enabling act  passed by the 1969 Legislature, the Alabama Department of Agriculture
Center Board are Co-Sponsors of the Fairs of Alabama and pay a portion of the premiums, prizes,
and awards given by Alabama Fairs.

1.  All entries must be made on the regular entry blanks furnished by the committee.
2.  The Fair Grounds will be open for the reception of community 4-H, FCCLA , FFA and commercial exhibits on Thursday, Friday, and Saturday before the fair, and exhibits must be located in respective departments before 5:00 P.M. on Sunday.
3.  In classes in which only one exhibitor makes entries, 2nd place   premium will be paid, and if in the opinion of the judges the article is not worthy of an award, none will be paid.
4.  Every article on exhibit shall be under the control of the management, and while every reasonable precaution will be taken for safeguarding the same, neither the management or its officers, or guards, will be responsible for any loss, damage or accident that may occur.
5.  Every entry must be made in the name of the bona fide owner at the time of entry.  Any entry made contrary to this rule will not be allowed to compete, and any premium awarded under such conditions will be forfeited.
6.  All exhibits must be removed by 5:00 P.M. on Sunday after the Fair.
7.  The management reserves the right to reject any entry offered by an exhibitor and any entry offered is with the distinct understanding that the same is subject to the general and special rules as promulgated by the management
8.  Rights are reserved to carry over program from day to day and to declare off any or all classes on account of circumstances beyond our control.
9.  Decorations, signs, cabinets, shelving, counters, etc. and the arrangement of exhibitions must conform to guidelines set forth by  management and local and state fire laws.
10. Exhibitors will be held responsible for the cleanliness of their booth.  All booths must be in readiness one hour before gates open during the Fair.  In case of failure on the part of the exhibitors to keep their spaces clean and orderly, the Fair Management may use such means as they deem advisable to enforce this rule.
11.  All articles, after being entered and until surrendered to their owner or agent, will be entirely under the control and jurisdiction of the Fair Management, and no exhibitor will be allowed to remove, re-arrange or disfigure same under any circumstances.
12.  Space assigned and not occupied by 9:00 A.M. of the first day of the fair will be forfeited, as well as fees paid.
13.  The Fair management will use every precaution to guard against extortion.  A violation of this rule by any concessionaire will cause the forfeiture of the contract money paid, and expulsion from the grounds, if the management deems necessary.
14.  All complaints will be considered by the management, and their decision will be final.
15.  Articles of Handicraft.  Sewing any other other exhibit which have won premiums at any previous Cullman County Fair are not eligible to be entered.
16.  The distribution of hand bills or other advertising matter is strictly prohibited and no tacking or posting of advertising bills, cards, etc., will be permitted on any of the buildings or elsewhere. Exhibitors may advertise at and distribute from their space of exhibit only.  No political data can be distributed.  Begging, soliciting, singing or public speaking is positively prohibited.  Commercial booths, paid or free, will be limited to inside of the booth only.
17.  No roving vendor or solicitor, acting for either a profit or non-profit organization or on his own behalf, shall be permitted on the Fair Grounds.
18.  Advertising matter and samples of articles on exhibition only may be given the public from booth space or exhibit, but no articles shall be sold from the exhibit without special authority from the Management.  The right is reserved to restrict or discontinue this privilege whenever it is carried to excess or becomes an annoyance to visitors in the judgement of the Management.  Only advertising matter by exhibitors can be posted in the booth, except that cards no larger than 4" X 6"
may be used to identify firm supplying furniture or fixtures to exhibitors.
19.  No exhibit can be removed before 8:00 A.M. Sunday, after the fair , except livestock.
20.  Items exhibited must be produced, made or assembled since last year's Fair by persons entering exhibit.
21.  Any gifts to be given by registration must be done through the Fair Committee.
22.  Total height of exhibit shall not exceed eight feet.
23.  Exhibitors shall be limited to one entry in each class.
24.  Exhibitors cars should be removed from fenced area at least one hour prior to Fair opening time.
25.  All animals, except feeder steers, market lambs, market hogs, crossbreeds, horses and goats must be registered to be eligible for prizes.
26.  Premium ribbons have no value as to payment of premium as premiums are paid only from the records of the Judges' books.
27.  All showcases, cabinets, shelving, counters, walls, wiring, piping, etc., required in the installation of an exhibit shall be provided at the expense of the exhibitor.
28.  Exhibitors may sell at their respective stands any article displayed to be delivered to the purchaser at the close of Fair.
29.  The Fair management reserves the right to amend or add to these rules, as they, in their judgement, may deem advisable.
30.  Cullman County Exhibits are open to bordering counties as well as rental of commercial booths upon availability, while Cullman County businesses have first option.
31.  All exhibits not picked up within one week after the fair is over will become the property of the Fair Association and will be disposed of in the best manner  possible.

1. Contest limited to 4-H, FCCLA, and FFA members.
2. Each Club is eligible to enter one team, consisting of four (4) members.
3. Four (4) Members constitute a team, the scores of the three high scoring individuals will
constitute a team score.
4. Ten (10) minutes will be allowed for scoring each class.

RULES
1. Entry form due date is September 1, 2007.

DEPARTMENT C1 -- BEEF CATTLE

SHOWTIME: Saturday, September 20 - 1:00 PM

All Animals must be pre-registered by September 1
All Beef Cattle must be in place at Fairground by 6:00 PM Friday
Release of all Beef Cattle is 9:00 PM Saturday, September 20 unless approved by Fair Authority

1. ENTRY FORMS must be completed for each animal and returned to the County Extension office prior to September 1, 2007.
2. All beef cattle must be purebred (except as otherwise specified) and registration papers are required at time of entry.
3. No heifer or bulls in barn until Thursday, September 20.
4. Where there is no competition in a class, second prize money will be given
5. Animals will be classed by their registration papers. Each entry must have registration papers at time of entry and be in the name of the exhibitor (except in Division XVI and XVII)
6. To be eligible to compete for premiums, all animals must be halter broken and well groomed. Bulls must have nose ring and lead. Cattle that are wild and not in creditable condition will be ruled out. All animals
will be exhibited at owners risk.
7. No more than two (2) entries may be made in one class by the same exhibitor.
8. Feed and care must be furnished by the exhibitors

Health Regulations
A. General: All cattle exhibited must appear in healthy condition. An official health certificate
signed by an accredited veterinarian is not required.
B. Brucellosis Regulations:
No test required on calves under 6 months of age
No test required on officially calfhood vaccinated animals under 24 months
No test required on Alabama cattle if they originate from a herd that is not under quarantine because of brucellosis
C. Tuberculosis Requirements: No TB test required

of spectators.
4. Cooperation with other exhibitors and show officials and maintaining attractive, neat
and orderly exhibits and observing rules and regulations.

5. Steers will be divided into a maximum of eight (8) classes.
6. The 1st and 2nd place winners from each class will return to the ring after the completion of all the classes for the selection of the Grand Champion and Reserve Grand Champion.
7. Steers will be released at the completion of the show and exhibitors are encouraged to remove all steer entries to make room to receive heifer entries on Thursday.

JUNIOR MARKET LAMB SHOW

Lambs to be released on Monday. Animals released earlier only upon approval of the Fair
authority.

1. Exhibitors of school age must be enrolled in or have graduated the previous
spring from school. Those not of school age must be eligible to attend school.
2. All entries must have their milk teeth. Lambs should be born after January 1,
2005. Any lamb that has lost the center pair of temporary teeth is classed
as a yearling and will not be eligible to show
3 All lamb entries must weigh a minimum of 75 pounds
4 Each exhibitor may show a maximum of four (4) lambs
5. Lambs must have their tails docked and should be shown in short fleece
6. The showmanship contest shall consist of four divisions based on the age of the
exhibitor as of January 1, 2008 -- 5 years old and under, 6-8 years old, 9-13 years
old, and 14 years old and older
7. Each contestant in the showmanship contest must show his/her own lamb
8. The Fair reserves the right to make changes if necessary
9. Feed and care must be furnished by the exhibitor
10 Entries must be wether or ewe lambs
11. The lambs will be divided into 6 weight classes. There will be 2 Lightweight
Classes, 2 Middleweight Classes and 2 Heavyweight Classes

1. Competition is open to resident youth of Cullman and bordering counties who must be 4 years
old by October 1, 2007 and not more than one year out of High School. The exhibitor must be
physically capable of showing and controlling their animal in each class entered
2. Competition is for market meat goats. All breeds and crossbreeds of goats are eligible for
competition
3. Exhibitors must show their own animal in each class unless an exhibitor has more than one
animal in that class. Another properly entered meat goat exhibitor, with animals at the
show, must exhibit the others entry
4. No meat goat exhibitor can receive unauthorized help in the show ring
5. All animals will be exhibited at the owners risk. Feed and care must be provided by the owner
6. Animals are to be shown in their natural conformation
7. Wethers and does, of any breed or crossbreed, with milk teeth in place, weighing 35 pounds or
more, are eligible to compete
8 . Any properly entered youth meat goat exhibitor is eligible to enter showmanship. Exhibitors
showmanship class is determined by age of exhibitor on January 1, 2008. Classes -- 5 and
under, 6-8 years old,9-13 years old, and 14 and older
9 . The Fair reserves the right to make changes if necessary
10 Each exhibitor may show a maximum of 4 meat goats
11. Meat goats will be divided into 6 classes. 2 lightweight, 2 middleweight, and 2 heavyweight.

DEPARTMENT H -- Art Exhibit

ART ENTRIES MUST NOT HAVE BEEN ENTERED BEFORE

1. Only original work is eligible. No copies of paintings or drawings by
number will be accepted.
2. All entries will be judged for awards. Each exhibitor will be represented
in the show with one or more pieces of work. While every effort will be made
to handle all entries, the Management reserves the right to make selections
and arrange exhibits according to available space.
3, Although many entries can be made, only one entry per person will be accepted in
any one class.
3. Only one entry per person will be accepted in any one class. Overall dimension limited to 36 inches X
40 inches, no larger accepted
5. All entries in Adult Division I and II must be suitably framed
6. Mat Board framing will be suitable for ages 3-17, Divisions III, IV, V and VI.
7. No art work large or small will be accepted if the hangers and wires are not
strong enough to hold the entry in place for the week of the show. Committee
will not furnish wire for hanging
8. The Management will not be responsible for any loss or breakage, whatsoever,
but reasonable care will be used at all times in handling exhibit. A Watchman
will be on constant duty day and night
9. The judges reserve the right to refuse articles that are not meritorious. Any
classification may be eliminated if number of entries is not sufficient to offer
good competition
10. Entries will be judged by a competent jury of awards and their decision will be
final. No exhibitors allowed in Building during judging
11. Entries will be received at the Cullman County Fair Grounds , Sept. 11, from 12 noon until 6 PM,
Sept. 12 from 12 noon until 6 PM, Sept. 13, from 8:00 AM until 1:00 PM. [NO ART ON SUNDAY]. All
entries will remain at the show the entire week of the fair, and will be picked up on Sunday, Sept. 21,
between the hours of 8:00 AM and 5:00 PM. After that time, they will be carried
to the fair office
12. The Committee asks that all exhibitors leave the exhibit area after their
entries are made to allow the workers sufficient space and time to work

DEPARTMENT I -- Culinary - Foods
Elaine Cole, Superintendent

RULES
1. Entries will be accepted on Monday, September 15, 8 AM - 11:00 AM
2. Judging will be based on Appearance 25%, Taste and Texture 75%.
3. All exhibits must be entered on plastic plates in zip-lock bags (except
cakes). Cakes must be entered on heavy cardboard covered with foil
1" larger than cake -- Cake must be covered with plastic wrap.
4. Exhibitor will be required to bring ½ cake to be judged (with the
exception of decorated cakes), and this cake will remain for the Fair.
5. Decorated cakes will be judged on decoration only. Dummy bases may
be used.
6. Standard size pies will be required.
7. Exhibitor will be required to bring ½ loaf of bread or one mini-loaf.
8. Professional Classes -- Anyone who has sold decorated cakes for a period
of more than one year is considered a professional.
9. The Fair has the option to discard food as it spoils.
10. ALL EXHIBITORS SHOULD SUBMIT RECIPES WITH EACH ENTRY.
12. All entries become the property of Cullman County Fair Association.

Rules:
1. All entries shall be in place by 10:00 AM ,Monday, September 15.
2. The Show committee cannot be responsible for personal or club properties placed in the show. Articles, where feasible, should be marked or tagged with exhibitor's name and address.

Rules for Horticulture
1. Competition is open in all listed classes to anyone in Cullman County.
2. Exhibitors must have secured an exhibitor number from the Cullman County Fair Office..
3. Potted plants should be brought in for exhibition Monday, Sept 15, 8:00 to 10:00 AM.
4. Pots containing plants should not exceed 12 inches. Pots and plants must be clean
and free of disease and insects.
5. One entry allowed per exhibitor of each class of each variety.
6. Plant material and container plants must have been grown by the exhibitor or in their
possession at least 3 months.
7. Entry tags will be furnished and will be filled out by the Classification Committee..
8. Exhibits must remain until the close of the show. Exhibits and ribbons may be picked up
on Sunday morning , Sept. 21.
9. The Show Committee reserves the right to interpret the rules and make
further rules for the conduct of the show and its exhibitors

AMATEUR PHOTOGRAPHY

NOTE: These rules have been expanded and clarified for 2008 to promote an increased quality of and protection for this year's photographic entries. Previous rules DO NOT apply and entries conforming to old rules will regretfully be disallowed.

1. Each entry must have been created by the exhibitor, within the past 12 months. No previous entries will be accepted. Only one entry per class is allowed with a maximum of 6 entries per exhibitor.
2. ENTRANT ELIGIBILITY: No professional prints will be accepted, nor will prints be accepted from any individual who derives an income from photography. This is strictly an amateur competition.
3. SIZES: All print entries may be either 8 X 10 or 8 X 12 to suit either full or cropped 35 MM film format sizes. You may enter either or both of these sizes. No other sizes will be accepted.
4. PRINT QUALIFICATIONS: All entries must be prints made from color or black and white negatives printed on photographic paper. No "color prints," laser prints, digital prints, digitally enhanced photographs will be accepted in Division I and II. Each exhibitor shall place his or her name, address division and class on the back, upper right hand corner of prints.
5. DIGITAL CAMERA PRINTS IN DIVISION III AND DIVISION IV: A digital camera is a camera that uses electronic media (floppy disk or flashcard) rather than film to capture an image.
6. MOUNTING: Prints must be on 1/16 inch thick (minimum) mounting board available at most frame shops or art supply stores. It is very important that the mounting board be the exact same size as the print mounted to it -- Spray adhesive works well to mount prints. Any prints in frames or behind glass, plastic, or clear "saran wrap" will be disallowed. Please DO NOT attach any kind of hanger on the back of the print, as the Fair committee uses a very simple uniform system of
displaying entries.
7. TRANSPARENCIES and SLIDES HAVE BEEN DISCONTINUED.
8. DEFINITIONS
a. Division I Color Prints: Any color print produced from a color negative or slide process, shall contain no visible artwork or enhancement.
b. Division II Black and White Prints. Produced from a black and white negative or color negative on Black and White photographic paper.
c. Division III Digital Camera Prints Any color print produced from a digital camera and printed on photo quality paper using any color printer printer. These
prints must also be 8X10 in size and mounted similar to Division I and II. These prints may be digitally enhanced. Contestants are urged to show creativity in this division.
D. Division IV Black and White Prints. Produced from a digital camera and printed on photo quality paper using any color printer. These prints must also be 8X10 in size and mounted similar to Division I and II. These prints may be digitally enhanced. Contestants are urged to show creativity in this division
9. IDENTIFICATION: Each exhibitor shall place his/her name, address, division, and class on the back of the print. Please have all prints identified and in the proper class prior to registration in order for the registration process to proceed smoothly.
1O. ACCEPTABILITY: All photographic entries should be in keeping with the wholesome family theme of the Fair. Nude, suggestive or inappropriate entries shall be disallowed by the registration committee and will not be considered for any type judging.
11. JUDGING: The decision of the judges is final. No one is to be in the building during judging.
12. CLASSES

Class 01 Portraits of Adults... Shall be primarily of a person or persons, either close up or full length, intended to show true features in a flattering manner.
Class 02 Portraits of Children... ages from babies up through High School Age, with the child predominately visible in the photograph.
Class 03 Places and things... Shall be primarily man-made subjects such as cities, bridges, buildings, harbors, machinery, autos, etc.
Class 04 Landscapes, Mountains, sunsets, rivers, where nature predominates.
Class 05 Human Interest... Humor, drama, action, showing emotion.
Class 06 Flowers... Groups or close-ups of individual blossoms.
Class 07 Animals... Shall include one or more animal(s) in a setting natural to the animal.
Class 08 Action/Sports... Pictures should show action such as football, baseball, basketball, running, skiing, auto-racing, gymnastics, dancing, etc.

13. Entries will be received at the Cullman County Fairgrounds Sunday, September 17, between the hours of 1:00 and 5:00 PM.
